1.46f5 - Random system bugfix

Here is another fix for the random system that chooses which event to play.

There were three bugs in the system, so the game may look different now that things are working more closely to what I originally intended.

I also added a lot of logs about the results of the random system, so any feedback you provide using the F8 key will also give me a full log of the rolls and results. I hope this will help me improve the system.
